Анотация: The State of Food Insecurity in the World 2011 highlights the differential impacts that the world food crisis of 2006-08 had on different countries, with the poorest being most affected. This year's report focuses on the costs of food price volatility, as well as the dangers and opportunities presented by high food prices. Climate change and an increased frequency of weather shocks, increased linkages between energy and agricultural markets due to growing demand for biofuels, and increased financialization of food and agricultural commodities all suggest that price volatility is here to stay. The report describes the effects of price volatility on food security and presents policy options to reduce volatility in a cost-effective manner and to manage it when it cannot be avoided.

Articulating and mainstreaming agricultural trade policy and support measures, 2011

Анотация: This book is an output of the FAO project, Articulating and mainstreaming agricultural trade policy and support measures, implemented during 2008-2010. It was in this context that the FAO project was conceived. Its three core objectives are to contribute to: i) the process of articulating appropriate agricultural trade policies consistent with overall development objectives; ii) the process of articulating trade support measures; and iii) the process of mainstreaming trade policies and support measures into national development framework. The study is based on case studies for five countries - Bangladesh, Ghana, Nepal, Sri Lanka and Tanzania. The approach taken was to analyse how the above three processes were undertaken in recent years. The book presents, in 15 chapters, analyses for each country of the above three topics - agricultural trade policy issues, trade-support measures and mainstreaming.

Food security communications toolki, 2011

Анотация: Food security professionals increasing realize that they must use communications strategically for their work to have a maximum impact. While most organizations have invested heavily in food security analysis and research, many still need to enhance their communications to ensure their findings reach their intended users and action is taken. This toolkit is geared to helping food security professionals develop a communication strategy and communicate more effectively with their target audiences. Specific sections of the toolkit focus on policy makers and the media, because of the important role they play in implementing and influencing food security policies. While aimed at professionals working in food security related fields, the lessons in this toolkit can easily be applied to many other fields.

Innovations in food labelling, 2010

Анотация: Increasingly, consumers desire information about the health, safety, environmental and socioeconomic characteristics of food products. These traits often cannot be detected by sight, smell or taste. Therefore, consumers must use food labels to select products that meet their needs and preferences. The growing consumer and industry interest in food labels presents challenges for governments, which must ensure that the product information is accurate, truthful and not misleading to consumers. Governments must decide whether provision of information should be mandatory or voluntary. With the increase in global trade in food, there is a need to harmonize food labels so that product information is understood and relevant to foreign markets.

Анотация: Vibrio parahaemolyticus are common causes of diarrhoeal disease worldwide. These marine micro-organisms, native in estuarine waters globally, concentrate in the gut of filter-feeding molluscan shellfish, such as oysters, clams and mussels. Geospatial datasets and analyses for an environmental approach to African trypanosomiasis, 2009

Анотация: Human and animal trypanosomiases continue to contribute substantially to the overall burden of diseases in sub-Saharan Africa, thus posing a serious hindrance to food security and sustainable rural development in many regions that are infested by the setse fly, the vector of the disease. A number of current initiatives are being used to tackle different aspects of the tsetse and trypanosomiasis (T&T) problem. Multinational projects based on the concept of area-wide integrated pest management (AW-IPM) are being implemented in many affected countries with, for some of the projects, the concurrence of the Pan African Tsetse and Trypanosomiasis Eradication Campaign (PATTEC) initiative. Extensive surveillance and control activities directed against the human form of the disease (also known as sleeping sickness) are carried out by mandated national institutions in collaboration with the World Health Organization (WHO).

Rift Valley fever vaccine development, progress and constraints : GF-TADs Meeting, January 2011, 2011

Анотация: Rift Valley fever (RVF) is an acute arthropod-borne infection first recognized in Kenya in 1931. Today, the RVF virus has been found in countries across Africa, the Arabian Peninsula and islands in the Indian Ocean, including Madagascar, Comores and Mayotte. This virus has a strong capacity to spread to previously unaffected areas, thanks to its broad host range and ability to be transmitted by at least 30 different mosquito species, some of which are found in Europe, Australasia and the Americas. Outbreaks following first incursions of RVF can result in explosive epidemics involving both humans and livestock.

Planted Forests : Uses, Impacts and Sustainability, 2009

Анотация: Planted forests, although only seven per cent of the world's forest resources, have superseded naturally regenerating forests as the principal source of industrial wood products. Lessening the pressure for wood production, tree planting has released natural forests to be managed for other purposes - carbon sinks, soil and water protection, conservation of biological diversity, recreation and amenity. Representing a complement, but not an alternative, to natural forests, planted forests have become increasingly important for reducing worldwide deforestation, loss of forest ecosystems and forest degradation Examining the significance of this rapidly emerging world resource, chapters consider the strengths and weaknesses of planted forests, management objectives for their use and aspects of ownership and policy. Data from key production countries are used to evaluate the implications and sustainability of planted forests as a source of forest products as well as social and ecological issues.

Анотация: This is the occasion that the Agricultural Outlook report has been prepared jointly by the Organization for Economic Co-operation and Development (OECD) and the Food and Agriculture Organization (FAO) of the United Nations. The report draws on the commodity, policy and country expertise of both Organisations in providing a medium-term assessment of future prospects in the major world agricultural commodity markets. The report is published annually, as part of continuing effort to promote informed discussion of emerging market and policy issues. This edition of the Agricultural Outlook offers an assessment of agricultural markets covering cereals, oilseeds, sugar, meats, milk and dairy products over the period 2007 to 2016. It takes account of the enlargement of the European Union, from twenty-seven member states and for the fist time includes explicity assumptions on biofuel production. The market assessments are based on a set of projections that  are conditional on specific assumptions regarding macroeconomic contions, agricultural and trade policies and production technologies; it also assumes average weather conditions. Using the underlying assumptions, the Agricultural Outlook presents a plausible scenario for the evolution of agricultural markets over the next decade and provides a yardstick or benchmark for the analysis of agricultural market outcomes that would result from alternative assumptions.

Анотация: Although the world produces enough to feed its population, recent price spikes and the economic crisis have contributed to a rise in hunger and food insecurity. The OECD-FAO Agricultural Outlook 2010-19 sees average wheat and coarse grain prices over the next 10 years between 15-40 percent higher in real terms (adjusted for inflation) than their average levels during the 1997-2006 period. Real prices for vegetable oils are expected to be more than 40 percent higher. Dairy prices are projected to be on average between 16-45 percent higher.

Climate change and food systems resilience in Sub-Saharan Africa, 2011

Review of evidence on drylands pastoral systems and climate change^bImplications and opportunities for mitigation and adaptation, 2009

Анотация: The review highlights the vast untapped potential for climate change mitigation and adaptation associated with improved carbon sequestration in pastoral systems and rangelands. Much of this potential lies in soil carbon sequestration. Its neglect during the Kyoto process1 stemmed from concerns regarding perceived difficulties of measurement and monitoring due to soil spatial variability, and of ensuring permanence (IPCC, 2008). Recent negotiations have highlighted the potential for Reducing Emissions from Deforestation and Forest Degradation (REDD) and for carbon sequestration in soils and above-ground biomass in other lands besides forests. Evidence regarding the potential for carbon sequestration in rangelands and grasslands is continually accumulating. The review demonstrates that there is a strong justification for a concerted international process to explore and support efforts for achieving carbon sequestration and promoting sustainable (agro)-pastoral livelihoods in dryland systems through the ongoing post-Kyoto deliberations and negotiations.

Investments in agricultural mechanization in Africa^bConclusions and recommendations of a round table meeting of experts, 2011

Анотация: One of the keys to successful agricultural development in Asia and Latin America has been mechanization. By contrast, the use of tractors in sub-Saharan Africa (SSA) has actually declined over the past forty years and, compared with other world regions, their use in SSA today remains very limited. It is critical to ensure food security for the entire population but feeding the increasing urban population cannot be assured by an agricultural system that is largely dominated by hand tool technology. In order to redress the situation, FAO, UNIDO and many African experts are convinced that support is urgently needed for renewed investment in mechanization. This must, however, be done in the right way, taking into account critical factors for success and sustainability. This report summarizes the deliberations of the Round Table Meeting of experts with the intention of providing guidance on the key strategies and good practices for maximizing the benefits and sustainability of investments in agricultural mechanization in Africa.

Анотация: In co-operation with FAO-RAP, an international workshop on "The future of large rice-based irrigation systems", was organised. This workshop was held from 26 - 28 October 2005 in Ho Chi Minh City Vietnam and included a half a day field visit. The Vietnam Institute for Water Resources Research was a partner in the organization of the workshop. The workshop was attended by about 50 experts and representatives from from international, regional, sub-regional and national agencies including the Asian Development Bank, the International Water Management Institute, the International Rice Research Institute, IUCN - Mekong Wetland Biodiversity Programme, the Mekong River Commission Secretariat, The World Bank, ITRC - Irrigation Training and Research Center, IUCN - The World Conservation Union and FAO.

Voluntary guidelines for the design, construction and equipment of small fishing vessels, 2006

Анотация: In September 2005, the SLF Sub-Committee reviewed a document submitted by FAO that outlines ideas relating to the development of the new safety standards and confirms FAOТs commitment to the exercise. The Sub-Committee established an intersessional correspondence group and approved a timeframe for the development of the safety standards with a target completion date of 2009. The purpose of the safety recommendations is to provide guidelines to competent authorities for the design, construction, equipment and training of the crew of small fishing vessels.

Committee on Fisheries. Report of the third session of the Sub-Committee on Aquaculture, New Delhi, India, 4-8 Sept. 2006, 2007

Анотация: The third session of the Committee on Fisheries Sub-Committee on Aquaculture was held in New Delhi, India, from 4 to 8 September 2006 at the kind invitation of the Government of India. It was attended by 48 Members of FAO, by representatives from one specialized agency of the United Nations and by observers from four intergovernmental and four international non-governmental organizations. The Sub-Committee appreciated the effort of the FAO Fisheries Department in responding to the recommendations of the second session of the Sub-Committee. Several working documents, including State of world aquaculture 2006 and Prospective analysis of future aquaculture development, were presented by the Secretariat for information, discussion and decision by the Sub-Committee. They were received with compliments. The Sub-Committee agreed to the International Principles for Responsible Shrimp Farming. The Sub-Committee requested the Secretariat to ensure implementation of priority activities during the intersessional period.

Aquaculture farmer organizations and cluster management : Concepts and experiences, 2011

Анотация: Small-scale aquaculture producers in developing countries are facing new opportunities and challenges related to market liberalization, globalization and increasingly stringent quality and safety requirements for their products, making it harder for them to access markets. Collective action through participation in farmers' organization (FOs) can provide an effective mechanism to assist small-scale producers overcome these challenges ad contribute to and influence modern market chains and trade. This publication presents factors associated with successful FOs and guiding principles for development organizations that wish to support aquaculture FOs in developing countries.

Post-harvest fish loss assessment in small-scale fisheries^bA guide for the extension officer, 2011

Анотация: Post-harvest fish losses are a major concern and occur in most fishing distribution chains throughout the world. This manual is the result of field testing and validation activities by FAO of three key post-harvest fish loss assessment methodologies developed over the past two decades. Meant as working tool for extension officers, it describes these methods and provides guidance on when and how they can be used in the process of planning an intervention to reduce post-harvest losses or monitoring and the effectiveness of a loss reduction intervention. It also provides the information on data communication and the design of loss reduction intervention to give policy-planners and decision-makers a better understanding of issues facing fishing communities.

Fishing with beach seines, 2011

General Fisheries Commission for the Mediterranean. Report of the thirteenth session of the Scientitfic Advisory Committee, Marseille, France, 7-11 February 2011, 2011

Анотация: The Committee reviewed the topics addressed by the 17 technical meetings held by its subsidiary bodies. These included proposals for fishery management measures, research programmes, data collection schemes and development of Management Plans. It discussed several other technical issues connected to the exploitation of red coral and European eel, the status of elasmobranchs, the protection of seabirds, turtles and monk seals as well as the monitoring of the by-catch in the Mediterranean fisheries. The SAC further commented on the outputs of the workshop on algal and jellyfish blooms which provided options to tackle the problems posed by this phenomenon on fisheries and also gave due importance to the results of the workshops on recreational fisheries and on fishing gear selectivity. Definitions of some socio-economic parameters within the Task 1 data collection framework were reviewed and options for the improvement of the collection and submission of biological data under this framework were considered. The Committee acknowledged the progress made in undertaking joint stock assessments of several demersal and small pelagic species and identified a way of progression of the use of Biological Reference Points. The SAC also reviewed the progress made on the development and management of GFCM databases, including the new Biological Parameters Database and the newly released e-Glossary, as well as that made on the issue of catch weight thresholds in logbook reporting. Finally, the Committee proposed the establishment of a new Working Group to specifically address the Black Sea issues and agreed upon its workplan for 2011.

Technical Guidelines on Aquaculture Certification = Directrices tecnicas para la certification en la acuicultura, 2011

Анотация: The application of certification in aquaculture is now viewed as a potential market based tool for minimising potential negative impacts and increasing societal and consumer benefits and confidence in the process of aquaculture production and marketing. Although aquatic animal health and food safety issues of aquaculture have been subjected to certification and international compliance for many years, aspects of animal welfare, environmental issues and social issues have not been adequately subjected to compliance or certification as a prerequisite for international trading. At present, the aquaculture industry and market increasingly recognize that credible certification schemes have the potential to reassure buyers, retailers, consumers and civil society regarding these concerns and provide a further tool to support responsible and sustainable aquaculture.
