Impact of international voluntary standards on smallholder market participation in developing countries [Текст] : a review of the literature,  2014

Анотация: Over the past twenty years, international voluntary standards have gained prominence in global trade. These standards are developed and used by both private and public actors to ensure quality, food safety, social protection and environmental conservation that go beyond mandatory regulation. Concerns have been consistently raised about the ability of international voluntary standards to increase the market access of small-scale producers and exporters in developing countries. This publication presents the results of a literature review conducted by FAO in 2012 on the impact of voluntary standards on smallholders’ ability to participate in markets. The results are based on an analysis of 101 studies containing 123 cases. Cumulatively, these cases presented evidence for 19 voluntary standards that were implemented in 14 commodity sectors and in 40 countries. Despite this broad scope, the authors find that the majority of the empirical evidence for impacts comes from studies of just three standards: GlobalGAP, Fairtrade and organic. Moreover, most studies focus on two commodities: coffee and horticulture products. While there is a decent range of geographic cover, the majority of studies focus on a handful of countries: Mexico, Kenya, Peru, Costa Rica and Uganda. This study adopts an impacts pathway model to organize and analyse the trends found in the empirical evidence. The results can be summarized as follows: first, equitable and sustainable supply chain linkages, increased access to assets, and support for cooperative development are incentives for complying with standards. Second, both public and private actors have comparative advantages for supporting voluntary standards and are most effective when combined. Finally, governments can provide services, for example infrastructure and proper legislation, which facilitate the inclusion of smallholders in certified value chains. The study concludes by making policy recommendations on how the public sector can mediate the effects of voluntary standards. (fao.org)

Анотация: This document contains monographs on residue evaluations of certain veterinary drugs, prepared at the seventy-eight meeting of the Joint FAO/WHO Expert Committee on Food Additives (JECFA). Four substances were evaluated for the first time - emamectin benzoate, gentian violet, lasalocid sodium and zilpaterol hydrochloride. Four additional substances were re-evaluated - derquantel, ivermectin, monepantel and recombinant bovine somatotrophins. The monographs provide information on chemical identity and properties of the compounds, pharmacokinetics and metabolism, residue depletion studies and analytical methods validated and used for the detection and quantification of the compounds.This publication and other documents produced by JECFA contain information that is useful to all those who work with or are involved with recommending or controlling maximum residue limits for veterinary drugs in foods of animal origin. Анотация: The present report summarizes the FAO-EBRD technical assistance project and presents the analytical work conducted in 2008-2011 to address the sectors development issues. The project Improving Milk Supply in Northern Ukraine: Technical Assistance to the Ukraines Dairy Sector aimed at improving milk supply, mainly through farmers training on animal nutrition, dairy cattle management, sanitary issues, milk quality, logistics and the overall milk collection process and to demonstrate positive effects to dairy farmers throughout the region. It also allowed the testing of some important hypotheses regarding investment in milk production efficiency, quality, and seasonality issues by various types of milk producers under specific conditions of northern Ukraine. While most project activities were conducted in the context of EBRDs investment with Bel, conclusions are applicable to the sector as a whole. Initial findings were communicated to national professional media. This report presents the output of the main activities implemented under the FAO/EBRD technical assistance project, including the analytical work and training activities conducted under the project between 2008 and 2011. The report consists of three chapters: Chapter 1 provides a review of Ukraines dairy sector, Chapter 2 contains household and commercial dairy farm investment models while Chapterà 3 describes rural household dairy farmer training activities in selected communities of Sumy oblast of Ukraine. Apple-producing family farms in South Tyrol : an agricultural innovative case study [Текст : без устройство],  2014

Анотация: Apple production in South Tyrol is a true illustration of a vibrant agricultural innovation system. It is a collaborative and pluralistic structure that comprises private and public actors, different tiers of producer organizations, cooperatives, research, extension and advisory services, all geared towards integrating small-scale apple producers in a highly productive, profitable and efficient system. Today, apple production is a main family farming activity in South Tyrol, practised on a total area of 19 000 ha with an average landholding of 2.5 ha. Up to 95 percent of the farmers are members of cooperatives. Small farmers in South Tyrol currently produce 50 percent, 1 5 percent and 2 percent of apples on the Italian, European and global markets respectively. The cooperative culture, the diversity of services, the multiple actors and their changing roles within the system offer a good opportunity for learning about the dynamics of agricultural innovation. This paper presents the evolution of this agricultural innovation system, and analyses the triggers and the drivers of innovation in the apple production sector in South Tyrol. (fao.org)

Gap Analysis of National and Regional Fisheries and Aquaculture Priorities and Initiatives in Western and Central Africa in Respect to Climate Change and Disasters [Текст : без устройство],  2014

Анотация: African fishers and fish farmers are particularly vulnerable to disasters and climate change impacts. The objective of the study was to identify regional and national gaps and opportunities to reduce the vulnerability of the sector to impacts from climate change and increase the resilience of fisheries and aquaculture livelihoods to disasters. A total of 23 countries, 16 of which are least developed countries (LDCs), were considered for Western and Central Africa. Overall, 27 gaps or recommendations were identified. The findings will be used to inform advice for the formulation of the Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa. (fao.org)

Анотация: Esta publicacion sobre Las areas marinas protegidas y la pesca ha sido elaborada con el objeto de proporcionar informacion y orientaciones sobre el uso de las areas marinas protegidas (AMP) en el ambito de la pesca. Conforme progresa la aplicacion de la normativa relativa a las AMP en el campo de la conservacion de la biodiversidad marina, muchos consideran que sus aspectos pesqueros no siempre han sido adecuadamente tomados en cuenta y que se precisaría de instrucciones específicas para el sector. En las presentes orientaciones se examinan los elementos pesqueros de las AMP, pero se aborda también la relacion entre ordenacion pesquera y conservacion de la biodiversidad, y se respalda la creacion de AMP dotadas de propositos multiples.
