Резюме: Land Tenure Journal is a peer-reviewed, open-access flagship journal of the Land Tenure Group within the Natural Resources Management and Environment Department of the Food and Agriculture Organization of the United Nations (FAO). Land Tenure Journal, launched in early 2010, is an electronic successor of Land Reform, Land Settlement and Co-operatives bulletin, which was published between 1964 and 2009. The journal aims to be a leading publication in the technically, economically, politically and socially broad areas of land tenure, land policy and land reform, which are not well covered by other dedicated literature. The prime beneficiaries of the journal are land and natural resources administrators and practitioners working in various public and private positions and coming from culturally and regionally diverse backgrounds. In addition to practice orientated articles, the journal allows room for relevant academic contributions and theoretical analysis. The journal will link FAO with land and natural resource tenure professionals around the world and provide an open, impartial, forum promoting the latest global knowledge in land tenure in its broadest sense.

Climate Change Mitigation Finance for Smallholder Agriculture : A guide book to harvesting soil carbon sequestration benefits, 2011

Резюме: This FAO publication focuses on climate change mitigation financing for smallholders. The Organization, however, fully recognizes that adaptation may be the imperative and priority over the short and medium term for many smallholders in circumstances where climate change may adversely impact their efforts to overcome poverty and food insecurity. In many cases, most countries will need to deal with both adaptation and mitigation. FAO is supporting national efforts on CSA which seek to enhance the capacity of the agricultural sector to sustainably support food security, livelihoods and growth under climate change, incorporating the need for adaptation and the potential for mitigation into development strategies. Climate change mitigation financing can play a role, along with other sources of financing, in enabling climate smart agriculture.

Резюме: Watersheds are the familiar landscapes created by mountain ranges as they slope down to valleys, with creeks and torrents fl owing downstream. Also known as drainage areas or river basins, watersheds are the zones from which rain or melting snow drains downhill into a river, lake, dam, estuary, wetland, sea or ocean. A watershed can be as large as several thousand square kilometres (as in the case of major river basins), or as small as a few hectares (as in the case of farm microwatersheds). Smaller watersheds are nearly always part of a larger watershed or river basin.

Fats and FAtty Acids in Human in Nutrition - Joint FAO/WHO Expert Consultation November 10-24, 2008, Geneva, Switzerland, 2009

Резюме: The most recently convened expert meeting was the Joint FAO/WHO Expert Consultation on Fats and Fatty Acids in Human Nutrition, held in Geneva, Switzerland, November 10Ц14, 2008. This consultation was the third to be held on the subject of fats in human nutrition, with the first expert consultation on this topic held in 1977 [FAO, 1977] and the second in 1993 [FAO, 1994]. There have been a number of major developments in this field over the past 15 years, with a resulting need to update the 1996 publication and recommendations. A large number of population-based cohort studies and randomized control trials have been conducted that address the impact of fats, and specifically different fatty acids, on health. Knowledge of the role of particular fatty acids in determining health and nutritional well-being and how they exert these effects has expanded dramatically. We now have a better understanding of how they are metabolized in the body, how they control gene transcription and expression, and how they interact with each other. Fats and fatty acids should now be considered as key nutrients that affect both early growth and development, as well as nutrition-related chronic diseases later in life. The benefits and potential risks of these nutrients go well beyond their role as fuels: specific nЦ3 and nЦ6 fatty acids are essential nutrients, while others affect the prevalence and severity of cardiovascular disease, diabetes, cancer and age-related functional decline. This makes the process of defining requirements and recommendations more complex, and demonstrates the need to focus on the role of individual fatty acids and how requirements vary with age and physiological status.

FAO/WHO guide for application of risk analysis principles and procedures during food safety emergencies, 2011

Резюме: An essential part of the Food Safety Emergency Response (FSER) is the process of assessing the risk, making risk management decisions, and communicating risk in the face of time constraints, lack of data and knowledge gaps. While the elements for conducting a risk analysis have been documented by Codex Alimentarius (2007), the process of applying the risk analysis concept operationally during an emergency has not been addressed thoroughly. The Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) have developed this document to support countries in applying risk analysis principles and procedures during emergencies in their own national food control systems, as risk analysis is a key component of national FSER planning.

Building biosafety capacities : FAO's experience and outlook : an overview of the experience gained from FAO capacity building projects in agricultural biotechnology and biosafety, 2009

Резюме: This report gives an overview of the FAO's activities related to the promotion of biosafety in food and agriculture. According to the report, the FAO has conducted a total of 26 past and present biosafety capacity-building projects at the national, regional, and global levels. Many of these projects have been focused on providing training and capacity building assistance to regulatory agencies. The report says that overall, the projects have achieved their objectives. The report says that in the future, the FAO will not only make use of its technical in-house expertise to meet capacity building needs: in order to mobilize action and respond to country needs, the FAO intends to enhance its role as an Exchange node to activate and coordinate existing networks of technical expertise.

Influenza and other emerging zoonotic diseases at the human-animal interface : FAO/OIE/WHO Joint Scientific Consultation 27-29 April 2010, Verona, 2011

Резюме: Given the complexity of zoonotic disease emergence in an increasingly globalized world, effective strategies for reducing future threats must be identified. Lessons learned from past experiences controlling diseases such as severe acute respiratory syndrome (SARS), highly pathogenic avian influenza (HPAI), and pandemic (H1N1) 2009, indicate that new paradigms are needed for early detection, prevention, and control to reduce persistent global threats from influenza and other emerging zoonotic diseases. The Food and Agriculture Organization of the United Nations (FAO), the World Organisation for Animal Health (OIE), and the World Health Organization (WHO), in collaboration with the Istituto Zooprofilattico Sperimentale delle Venezie (IZSVe) organised a joint scientific consultation in Verona, Italy (27-29 April 2010) entitled "FAO-OIE-WHO Joint Scientific Consultation on Influenza and Other Emerging Zoonotic Diseases at the Human-Animal Interface". This document is a summary of the consultation. It provides examples of emerged or emerging zoonotic viral diseases. It describes commonalities across diseases and ideas for new approaches and suggests steps towards translating meeting outcomes into policy.

Guide to Good Dairy Farming Practice,  2. ed., 2011

Резюме: This second edition of the Guide to Good Dairy Farming Practice has been developed by an IDF/FAO Project Group of the IDF Standing Committee on Farm Management. It has been written in a practical format for dairy farmers engaged in the production of milk from any dairy species to support the production and marketing of safe, quality-assured milk and dairy products. The Guide focuses on the relationship between consumer safety and economic, social and environmental management at the farm level. Dairy farmers' production systems worldwide need to be able to combine profitability with the responsibility of protecting human health, animal health, animal welfare and the environment. This Guide gives individual dairy farmers proactive guidance on how these objectives can be achieved on their farm. The practices that are suggested have been drawn from best practice guidelines and existing assurance schemes around the world, and so individual practices will vary in their applicability to various dairying regions. They are not intended to be legally binding and readers are encouraged to select and implement those guidelines that are of relevance to their situation.

Looking Ahead in World Food and Agriculture, 2011

Резюме: Fuelled by the turbulence of world agricultural markets, the debate on relations among griculture, food security, natural resources, population growth and economic development has been revamped over the last few years. how are growth prospects and the expected evolution of per capita income in the long term going to affect the agricultural and food economy? Are the natural resources available, such as land and water, sufficient to feed a growing population? What role can economic incentives and technical change play in shaping resource use and supply? What are the priority areas where investment and research should be directed? How may the use of agricultural products in biofuel production affect markets? And how can climate change affect production possibilities and markets? Around these questions, in 2009, FAO's Economic and Social Development Department organized a Forum and a High-Level Expert Meeting on How to Feed The World in 2050. This volume follows up on that initiative, by gathering updated versions of technical materials prepared for the occasion, along with further work. the book seeks to sustain the debate on the future of the global agricultural and food economy. Energy-Smart Food for People and Climate : Issue Paper, 2011

Резюме: A recent FAO study has shown that around one-third of the food we produce is not consumed. A significant share of total energy inputs are embedded in these losses. In low-GDP countries most food losses occur during harvest and storage. In high-GDP countries, food waste occurs mainly during the retail, preparation, cooking and consumption stages of the food supply chain. The aim of this paper is to discuss how the entire food sector, from the farmer's field to the consumer's plate, can become more 'energy-smart'. Becoming energy-smart will require a transformation along the food chain that involves: relying more on low-carbon energy systems and using energy more effi ciently; strengthening the role of renewable energy within food systems; providing greater access to modern energy services for development, and at the same time supporting the achievement of national food security and sustainable development goals.

Information and communication for natural resource management in agriculture : A training sourcebook, 2006

The role of women producer organizations in agricultural value chains : Practical lessons from Africa and India, 2011

Rearing codling moth for the sterile insect technique, 2010

Резюме: The codling moth Cydia pomonella (Linnaeus) (Lepidoptera: Tortricidae) is amongst the most severe pests of pome fruit in the temperate regions of the world. Control of this pest has relied mostly on the use of broad-spectrum insecticides with all their negative environmental consequences, but also increasing resistance to a growing list of insecticides. Worldwide, farmers have been demanding alternative control techniques which are not only efficient but also friendly to the environment. These additional control techniques include synthetic growth regulators, mating disruption, attract and kill, microbiological control agents, and the sterile insect technique. The integration of sterile insects with other control practices within the context of area-wide integrated pest management (AW-IPM) offers great potential, as has been demonstrated with great success in the past 15 years in the Okanagan Valley of British Columbia, Canada. Efficient and effective mass-rearing of the target insect is a fundamental component of the sterile insect technique (Sterile Insect Technique). Mass-rearing knowledge is also needed for other control methods, such as the production of codling moth virus and other microbials, and will also be needed for other genetic control methods that are anticipated in the future. It is a very challenging activity, especially for Lepidopteran pests, and its complexity is very often underestimated. Many years of research and methods development are usually required before all elements of the rearing process have been sufficiently mastered to deliver an end product (the sterile male) that can successfully compete with wild males following sterilization and release.

Pesticide residues in food 2010 : Joint FAO/WHO Meeting on pesticide residues : Report 2011, 2011

Резюме: The following extracts of the results of the annual Joint FAO/WHO Meeting on Pesticide Residues (JMPR) are provided to make them accessible to interested parties at an early date. The Meeting evaluated 27 pesticides, of which 8 were new compounds, and 4 were re-evaluated within the periodic review programme of the Codex Committee on Pesticide Residues (CCPR). The Meeting established acceptable daily intakes (ADIs) and acute reference doses (ARfDs). The Meeting estimated maximum residue levels, which it recommended for use as maximum residue limits (MRLs) by the CCPR. It also estimated supervised trials median residue (STMR) and highest residue (HR) levels as a basis for estimation of the dietary intake of residues of the pesticides reviewed. The allocations and estimates are shown in the table. Pesticides for which the estimated dietary intakes might, on the basis of the available information, exceed their ADIs are marked with footnotes, which are also applied to specific commodities when the available information indicated that the ARfD of a pesticide might be exceeded when the commodity was consumed. It should be noted that these distinctions apply only to new compounds and those re-evaluated within the CCPR periodic review programme.

Резюме: To reduce poverty, fight hunger and ensure global food security, there is an urgent need to increase livestock production in sustainable ways. This publication provides invaluable information not only on how nuclear and related techniques can be used to support sustainable livestock production systems, but also about the constraints and opportunities for using these techniques in developing countries; it attempts to identify specific research needs and gaps and new options for using these techniques for solving established and emerging problems.

Surveying and monitoring of animal genetic resources,  2011

Резюме: Knowledge of animal genetic resources is fundamental to their sustainable use, development and conservation. These guidelines provide advice on how to draw up a strategy for meeting national needs for data and information on animal genetic resources. They also offer practical  advice on how to plan and implement an animal genetic resources survey - covering the whole process from planning the survey to disseminating the outputs and taking the first steps in translating results into action. A range of surveying tools are presented, and advice is offered on how they can be combined and integrated within an effective strategy that addresses both the task of acquiring a baseline of data on animal genetic resources and the subsequent task of monitoring changes over time.

Fisheries management : 4. Marine protected areas and fisheries,  2011

Резюме: The plan of implementation of the World Summit on Sustainable Development (WSSD) - Johannesburg, 2004 - includes the use marine protected areas (MPAs) as an instrument that contributes to the conservation and management of the oceans. Noting the increasing effort to use marine protected areas in a fisheries management context, the 26th Session of the FAO Committee of Fisheries (2005) recommended specific actions for FAO to assist States in meeting their WSSD commitments, in particular the establishment of representative networks of MPAs by 2012, and to increase knowledge on MPAs in a fisheries management context.

Резюме: permanent FAO Working Group composed of scientists from the coastal States, and from countries or organizations that play an active role in Northwest African pelagic fisheries, was established in March 2001. The main objective of the Working Group is to improve the assessment of the small pelagic resources, as well as to give advice on options for management and exploitation of their fisheries and to ensure optimal sustainability of the resources for the economic benefit of Morocco, Mauritania, Gambia and Senegal. A total of 15 scientists from seven countries and from FAO participated in this meeting. The results of the assessments indicate that the sardine stock in Zone C is not fully exploited and the Working Group hence noted that current fishing effort may be temporarily increased, but should be adjusted to natural changes in the stock.

Резюме: The sixth meeting of the FAO Working Group on the Assessment of Small Pelagic Fish off Northwest Africa was held in Banjul, Gambia, from 2 to 11 May 2006. This year, the Working Group paid special attention to, and made decisions on, reference points for management of the pelagic stocks in the region. The Group also made predictions on the development of the status of the stocks and on future effort and catch levels. The advices for the stocks are given in relation to the reference points and on the basis of the predictions for the next five years. A separate section is devoted to each of the main groups of species (sardine, sardinella, horse mackerel, chub mackerel, bonga and anchovy). For each of these, standardized information is given on stock identity, fisheries, abundance indices, sampling, biological data, assessment, predictions, management recommendations and future research.

Report of the fifth session of the Sub-Committee on Aquaculture, Phuket, Thailand, 27 September - 1 October 2010 = Rapport de la cinquieme session du Sous-Comite de L'Aquaculture Phuket, Thailande, 27 septembre-1er octobre 2010,  2010

Резюме: The fifth session of the Sub-Committee on Aquaculture of the Committee on Fisheries (COFI) was held in Phuket, Thailand, from 27 September to 1 October 2010 at the kind invitation of the Royal Thai Government. It was attended by 58 Members of FAO, and by observers from three intergovernmental and three international non-governmental organizations. The Sub-Committee appreciated the efforts of the FAO Fisheries and Aquaculture Department in responding to the recommendations of the past session of the Sub-Committee. Several working documents, including the Technical Guidelines on Aquaculture Certification, were presented by the Secretariat for information, discussion and decision by the Sub-Committee. The Secretariat also held a special event on the outcome of the Global Conference on Aquaculture 2010: Farming the Waters for People and Food. All documents presented and the activities conducted were well received. The Sub-Committee adopted the Technical Guidelines on Aquaculture Certification for eventual endorsement by the twenty-ninth session of the COFI in early 2011. It requested the Secretariat to ensure the implementation of recommendations by the Sub-Committee at its fifth session during the intersessional period. The Sub-Committee expressed its appreciation to the Royal Thai Government and staff from the Thai Department of Fisheries for their hospitality and the excellent facilities provided for the session. The Sub-Committee agreed that its next session should be held in 2012 and appreciated the offer made by the Government of South Africa to host it.

Report of the FAO Working Group on the Assessment of Small Pelagic Fish off Northwest Africa. Banjul, the Gambia, 18-22 May 2010,  2011

Резюме: The overall objective of the Working Group is to assess the state of the small pelagic esources in northwest Africa and make recommendations on fisheries management and exploitation options aimed at ensuring optimal and sustainable use of small pelagic fish resources for the benefit of coastal countries. The species assessed by the Group were: sardine (Sardina pilchardus), sardinella (Sardinella aurita and Sardinella maderensis), horse mackerel (Trachurus trecae, Trachurus trachurus and Caranx rhonchus), chub mackerel (Scomber japonicus), bonga (Ethmalosa fimbriata) and anchovy (Engraulis encrasicolus), in the region between the southern border of Senegal and the northern Atlantic border of Morocco.

Report of the joint FAO/WHO expert consultation on the risks and benefits of fish consumption, Rome, 25-29 January 2010,  2011

Резюме: In order to better address the request from Codex, FAO/WHO held a small expert group meeting to get advice on these issues and the most appropriate way forward. The expert meeting noted that a large number of national studies and assessments were available and that these could form the basis for further development of assessment models and for the evaluation. However, a quantitative risk-benefit approach may not be possible at the international level, so other options may need to be explored. Taking into consideration the advice from the small expert group, FAO and WHO convened a Joint FAO/WHO Expert Consultation on the Risks and Benefits of Fish Consumption from 25 to 29 January 2010 in Rome, Italy, to provide scientific advice on how to consider the risks and benefits of fish consumption.

Report of the Third Meeting of Regional Body Secretariats Network, Rome, 7-8 Febr. 2011,  2011

Резюме: The Third Meeting of Regional Fishery Body Secretariats Network (RSN-3) was held in Rome, Italy, from 7 to 8 February 2011. It addressed many pressing issues relating to global and regional fisheries governance, including illegal, unreported and unregulated (IUU) fishing, overcapacity, the ecosystem approach to fisheries management, small-scale and inland fisheries and the outcomes of the twenty-ninth Session of FAO Committee on Fisheries (COFI) held in Rome during the previous week. Twenty-eight Regional Fishery Body (RFB) Secretariats were represented at the meeting with varying responsibilities over inland, coastal and marine fisheries and aquaculture, as well as four intergovernmental organizations. The meeting reached a number of conclusions regarding matters that merit the attention of RFBs, governments and FAO. The RSN also issued a Statement responding to unsubstantiated information that had been published about RFBs and elaborating the challenges and achievements of RFBs.

Report of the Sixth Session of the Regional Commission for Fisheries, Rome, 10-12 May 2011,  2011

Резюме: The sixth session of the Regional Commission for Fisheries (RECOFI) was held in Rome, Italy, from 10 to 12 May 2011. The Commission reviewed a range of regional issues and intersessional activities of importance to the conservation and management of fisheries and aquaculture. Members considered and endorsed the administrative and financial reports, and endorsed the findings and outcomes of the Special Meeting on RECOFI Consolidation and Development, including the technical review of RECOFI. The Commission noted the significant FAO Regular Programme contributions to support RECOFIТs work and that capacity development remained a critical issue in the region. The Commission discussed the report of the Working Group on Aquaculture (WGA), including the fifth meeting of the WGA and the Regional Aquaculture Information System (RAIS). The report of the Working Group on Fisheries Management (WGFM) was addressed, as well as the outcome of the third and fourth meetings of the WGFM, stock status reporting and review of capture fisheries statistics, and unreported and unregulated (IUU) fishing in the region. The Commission agreed to adopt the FAO/RECOFI joint WGA and WGFM regional strategy on spatial planning for marine capture fisheries and aquaculture and, within available resources, to provide the necessary support for follow-up action for the strategyТs implementation. The Commission adopted its first fisheries management recommendation on minimum data reporting in the RECOFI area and agreed that the recommendation would take effect on 1 January 2012. The Commission agreed on a threefold increase of the MembersТ annual contributions from 2013 provided that all arrears were liquidated by 31 December 2011. The Commission discussed and approved the programme of work for the WGA and the WGFM. In considering the programme of work and budget for the 2011Ц2012 biennium, the Commission approved nine activities for implementation. A further eleven activities were postponed for financial reasons. The Commission reconfirmed that the seventh session of RECOFI would be held in Iran (Islamic Republic of) in May 2013.

Regional Commission for Fisheries. Report of the fifth meeting of the RECOFI Working Group on Fisheries Management, Tehran, Iran (Islamic Republic of), 9-12 Oct. 2011,  2011

Резюме: The WGFM addressed and made decisions on matters concerning relevant follow-up to the sixth session of RECOFI and the fourth session of the RECOFI WGFM. An update on the programme of work and budget for the biennium for 2011-12 in relation to the WGFM was considered and arrangements for a number of activities finalized in terms of dates, locations and funding. A proposal by the Sultanate of Oman on illegal, unreported and unregulated (IUU) fishing in the RECOFI region was addressed again and Members undertook to follow up on assessing IUU fishing in their respective countries through the completion of a questionnaire that would be circulated prior to the sixth meeting of the WGFM in Qatar in October 2012. The WGFM considered in detail progress towards the implementation of the RECOFI Recommendation on Minimum Data Reporting (Recommendation RECOFI/6/2011/1). A preliminary review of stock and fisheries status indicators to be produced from the RECOFI fishery management database, building on past work, was reviewed and progressed. The meeting considered a RECOFI scientific working group to provide scientific advice to the Commission on aquaculture and fishery management. This matter will be addressed further at the seventh session of RECOFI in May 2013. The final substantive item addressed on the agenda was RECOFI cooperation with the Fishery Resources Monitoring System (FIRMS).
